Ross Ramsay moved his home and his practice to Rockwall in 1983 and later served on the Rockwall City Planning and Zoning Commission. That is a deliberate move away from retail-only growth, and it is working.
Rockwall Technology Park is where most of it lands. Pratt Industries announced a 346,000-square-foot expansion there in June 2026. Integrated Defense Products relocated its headquarters and machine shop into the park. Elsewhere in the city, Milestone Electric, A/C & Plumbing announced a headquarters relocation to Rockwall in June 2026, Xerxes Corporation opened a manufacturing facility in 2024, Flexpipe Systems US brought manufacturing in 2023, and Chewters Chocolates established its U.S. manufacturing here.
Add the established employers — Special Products & Manufacturing, Karat by Lollicup, SPR Packaging, Lime Media, Archer OpTx, KE Andrews — and the picture is a city with a real industrial and professional employment base, not just rooftops. For architects and developers that changes the brief: Rockwall now needs office product for professional services, purpose-built manufacturing and distribution space, and the medical and support buildings an employment center requires.

Rockwall Technology Park and the industrial east side. Large-floorplate manufacturing and distribution. The design questions are structural and operational: clear height, column spacing, dock counts, truck turning radii, utility capacity and room to expand.
The I-30 corridor. Highway visibility drives everything — sightlines, signage ordinances, pad-site sequencing, parking counts and access management. Retail and hospitality product lives or dies on these decisions.
Downtown Rockwall and the historic square. Infill and restoration under a tighter set of constraints: facade requirements, existing structure, accessibility retrofits and life-safety upgrades in buildings never drawn for them.
The lakefront and The Harbor district. Mixed-use, hospitality and destination retail on Lake Ray Hubbard, where the design has to earn its view and survive the exposure that comes with it.
SH 205, SH 66 and the growth edges. New commercial and medical along the arterials as the city expands outward, typically requiring platting, zoning and site plan approvals before anything else can happen.
Ross Ramsay has lived and practiced in Rockwall since 1983 and served on the Rockwall City Planning and Zoning Commission. He has watched this city go from a lake town to an employment center, and he helped write some of the rules that governed the transition.
